Basis alone isn't a big enough carrot for me. I can get that carrot with grain bags and they are a heck of a lot cheaper than bins.
What is the total cost of bagging grain?
What is the cost of the bag itself? Do you see that staying the same for the next 50 years? Building bins is basically locking in the cost of your storage for your entire career.
