The parents of a friend I grew up with were subcontractors that delivered late or lost luggage (this was in the 80s but I wouldn't be surprised if it's still done this way).  They would go pick up a van full of luggage and drive all over delivering it.  I suspect that other than the delay from not doing it that day, there was nothing nefarious going on with their suitcases and the person that came out was just protecting what he was responsible for.
