I'm not sure what the rest of the article says but GT Thompson the representative from Pennsylvania is the one that has been talking about this. It sounds like his intention is that this 10 billion would go specifically to dairy farms, specialty growers, and timber. I think he grew up on a dairy farm and is chair of the house ag committee.
