A lot of blame falls back on society as a whole. Too many look for any opportunity to enrich themselves.
My mother was checking in daily on an elderly relative. My parents were wanting to take an extended vacation and knew this relative needed to be placed temporarily in a nursing home. Elderly relative was very resistant and finally relented late in the day. Nursing home waived entry procedure until the next day. Elderly relative suffered a heart attack shortly after getting settled in nursing home. Nursing home had a hard time getting a hold of a relative (before widespread cell phones). Heard nursing home was concerned there could be legal and financial implications if relatives family decided to pursue it. But what would be the point, relative could just as easily died at home. Pretty sure it was not something nursing home had done wrong. Nursing home did change policy so all entry forms must be done before actual entry.

By the way I questioned some of the charges on my relatives bill and always received answers. Some charges that seemed excessive, when explained made sense. Maybe more so than some of the charges on a repair bill.
