Not sure if this helps with your question but go to the Treasury direct website and search for your answer or maybe you can submit your question online. Not sure if banks deal with savings bonds anymore. I went to Treasury direct website, created an account, and surrendered my EE bonds so I can manage them online from now on. Good luck.
