I don't think you understand what I am saying at all.
And...I don't think this program or any other will help a farmer that won't strive for the best for his farm on his own. Giving tax dollars to farmers to do things a certain way only prolongs the bad farmer or may actually accelerate his demise. Either way, tax dollars were spent and wasted.
Why do we want to help bad farmers?
