I would say don't worry about it.  Not everybody runs their tires to 100 psi.
Summer to winter pressures will vary in any case.  



On trucks, they sure as hell should, most truck tires are 105 or 110, even a bunch that need to be 120. Lazy people that don't run them full are the reason we can't trust recaps.

Air your tires to what they say on the side. Period. It's never going to be less than 100 unless it's your pickup.
