I agree with Pat. If tillage effectively killed or reduced weeds, then weeds would be gone by now. Some weed seeds can survive in the soil for years, and some only need a little sunlight to germinate.
The confusing thing about this is that tilling or moldboarding soil that has been no-tilled or min-tilled often results in a yield spurt because of the sudden release of carbon and nutrients stored near the surface, which are quickly consumed or oxidized. The same thing happens with the weed pressure. Some weeds are buried, and others are uncovered.

Now, if you are growing potatoes, carrots, or many other high-value fruit and vegetable crops, you are probably going to have to do tillage to produce a viable crop. The same goes for when using surface irrigation.
