One of the biggest reasons why i finally decided to try plowing was based on a Mizzou study on plowing to reduce waterhemp population, it was cited years ago in another thread on this website. So i agree, most universities are more open minded to an all of the above approach.

The only thing I can figure for NDSU is there's more influence from the likes of Dwayne Beck and Gabe Brown influencing what they "recommend", with studies not being conducted outside of a controlled environment. Or at least not owning up to the potential drawbacks to a no-till/cover crop or death practice. And there's the possibility of government money influencing their findings
