I just had this conversation with one of my neighbors. The USPS undoing was the Postal Accountability and Enhancement Act of 2006. It was in really good shape, roughly a $17 billion surplus, until that happened. Only our illustrious representation would take the one thing the government had right and purposely wreck it. Pre-fund 75 years of retiree health benefits in 10 years time? That's a great idea. They voted unanimously on it. 



The purpose of that legislation in 2006 was to drive the costs of the USPS so high that everyone would want to privatize it thereby allowing well connected purchasers and contractors to take it over. It appears to be working with help from electronic communications replacing a lot of mail volume efficiency and attached stamp revenue.
