I do cover crops somewhere most every year. I grow oats and tritcale. I sell turnips, radish, rapeseed, sunflowers, other odds and ends brassica's and such.

Edit: I just read through a couple of summaries of what 'regenerative farming' is. It is basically how most are farming in my area. Notill, covercrops, animals, crop rotations, water savings. We have learned to balance these things in order to make our farms viable in this semi arid place. We adopted what we saw as beneficial to our long term farm viability. Sitting around collecting crop insurance during years when there was adequate chance to raise good crops doesn't enhance farm viability and progress. The forward thinking farmers will naturally assume a larger role in a region and as such the best management practices will organically be spread to more farm land. I don't feel it is necessary for the government to come in and throw money around to encourage best management practices.
