The filibuster has been weaponized by both sides.
The origin is that Senate rules dictate you can’t stop a senator from speaking, you can’t interrupt them without a super majority voting to.
So, make them talk. If either party feels strongly enough, get up and talk, read the phone book, whatever. But sooner or later the talk will end and the vote will take place. The rule will be returned to its intent.
