Couple things. I have heard you can dump a tile in fence line if neighbor isn't willing to work with you, true or false.
Also another issue, fence was removed 5ish years ago and now due to neighbors crp grass holding back water it is trying to make a new path into our field which is lower but not the original water course. Can we put up a berm in the old fence line to keep flood water on them?


Both of your questions are about “impeding the flow of water”

You can’t dam up the natural flow and push water back onto your neighbor and flood them.
If they won’t allow you to outlet through them, you outlet your tiles at your fence line - in which point, they can’t impede the natural flow of your water through them
