You can add an outside air duct to the furnace, or furnace room. Not sure I'd try that or not.

Sounds strange, but try sealing your attic better, especially a two story, the attic is the top of the chimney where the warm inside air leaks out, and the basement is the bottom of the chimney where the cold outside air leaks in. Seal up the top floor ceiling and the basement will be warmer. A condensing furnace will make the most difference if you eliminate the actual chimney, bring it down to ceiling level and seal to the drywall.
