Not sure about everywhere but around me they are leased tractors. Actually looked at one the state had and at the time if what the salesman told me it was Pennies on the dollar compared to what we would lease it for. Sounded like Deere offered pretty good incentives to the different parts of government to take there tractors. Pretty sure it would be safe to assume. Most are running Shulte mowers which require some power… not sure how many open station tractors are big enough for one?? Besides they typically trade out often… how many buyers are gonna buy an open station on a regular basis?

Kinda comparing apples to oranges, your timeline was before me but pretty sure there wasn’t much for cab options back then…

Not trying to defend the government as they waste plenty of money but I don’t think you can argue this one
