County our farm is in mows Primary roads only. Usually once a year. The MDOT contracts the county to do state roads- its an alternating schedule. 2 passes one year, 1 the next. Once a year typically.

Some townships use contractors to mow, not very many do though.

Otherwise, its landowners. It does pretty stuff up, but also is helpful in helping control some weeds from spreading.

*** forgot to add: the mower tractors our county used were all leased. All had cabs, a/c, and heaters. Just like the rest of the equipment, trucks, and most of the pickups. And I wouldn't have it any other way. The total staff at the road commission has dropped from 60+ to about 32 in the past 30 years. Thats included salary workers. Takes among other things, bigger equipment to do that. Comfortable people are alert and productive people. I wouldn't work anywhere all day (and night) if I was roasting or freezing unless it was absolutely unavoidable. Crazy to think anyone else would either.
