Yup, lots of double standards exist.
I can remember some years back there was an uproar because California ran their Forestry Service vehicls without catalysts. The issue started when they would have the old vehicles sent to the crusher instead of auctioning them off like most old State vehicles. Turns out they were illegal for civilians to drive because the catalysts were removed due to fire hazard (but citizens driving in the same State Park were required to have theirs compliant.

Even locally. When they fix the potholes in the blacktop they start with the farthest parts of the road from the asphalt pile, and work their way closer. The reason being is they load their trucks heavy (way beyond the legal limits for civilians) and would tear up their patches by driving thier overloaded trucks over them. By fixing the farthest ones out first, the overloaded trucks don't drive over the new patches.
