I was thinking that as well.... comparing apples to apples.   A mail delivery vehicle would be treated more like a passenger vehicle than a semi.  

In PA, we have required annual inspections for vehicles.  Items like non-working windshield wipers and speedometer would be caught in that annual inspection.  A quick Google search shows that Wisconsin does not have such annual inspections for passenger vehicles.   And maybe that is part of what is happening here.
