Wisconsin | No, thompsoms has to penetrate wood, it will say that right on the label, won't work over any existing finish. A spar varnish will have some UV protection, and will be the best thing to use. Assuming this is a clear or stained finish already? Rain will soak into the cracks and destroy it eventually, a covered porch would be much better than a deck. Thompsons in the cracks would help.
