In Wisconsin you must be licensed to sell frozen beef by the cut or box. The beef can be sold in WI if processed by a WI state inspected processor or anywhere in the USA if processed by a USDA inspected processor.

Basically you can not handle meat for sale after processing unless you are licensed, formerly by the WI Dept of Ag, now by the county  health depts.

Selling beef that is picked up by  the customer at the processor, as most 1/4, 1/2 and wholes are, you do not need a license. 

Your box plan will work without a license IF the processor puts the box together and customer picks it up from processor. As busy as they are, not sure if most processors want to get into boxing your meat.

As far as selling cull cow ground beef, personally I would not do it. Too much variability in quality to risk your reputation. jmho and experience.
