I agree, it looks like oil is seeping past the threading.

In those situations, here is what I do. Take off the split-lock washer and put on a US flat washer one size smaller than the bolt. For example, if the bolt is 3/8", then source a 5/16" flat washer. This really only works on bolts up to about 1/2" in size.

If you are concerned about the bolts staying tight, then supplement in some Loctite 243 (oil-resistant medium strength thread-locker). If the bolts are properly cleaned, oiled, and torqued to an appropriate value, then I am usually ok with skipping the Loctite.
