Better study up a bit.
Ins companies get the subsidy not the farmers.
It comes off the premium, yes, but it's still a bill at the end of the year when you don't have a loss.
It's still the USA. You certainly can:
1. Self insure
2. Start your own company and make the millions you speak of.
