Since you mention having two bulbs per side, the outermost bulbs (bulbs closer to the turn signal bulbs) are the low beams. The innermost are high beams. I don’t think you can put wrong bulb in the wrong spot. If I remember correctly, yes both low beam and hi beam bulb are illuminated when brights are on.
