Yes. You can conveniently loosen or disconnect the lines just inside the right radiator screen on my old tractor. Wrap with rag to control the spurt of oil!

However if it blew the valve apart enough to leak, seems like it would move without disconnecting the lines between valve and motor.

I would suspect the pinion gear that engages the rack has possibly broken a tooth. The rack is a cylinder (piston) and has teeth milled in one side of the center 1/2 or so of its length. If it was forced too far by the pinion, the pinion /quadrant gear will run out of teeth on the rack and ride up on the section after the point where the milled teeth stop.

I expect you will be able to feel it grating or skipping as you move it, if you can move it. If it moves smoothly from lock to lock using a bar stuck between the tire and the steering knuckle, I would test it under pressure by hooking hoses to the lines and operating steering with another tractor’s SCV. Should need JIC connectors which you might find on hoses for another piece of equipment instead of buying hoses just for that purpose.
