I do believe in North Dakota there is state law saying utilities can run in road right of ways without getting easements. Personally I find it a bit troubling that a private owned “utility” can jump in on a road “right of way” on my property, that I pay taxes on the dirt….. Hhhmmm.
Edit: I pay properly tax to the center of the road.
