Back in my green dealer days, there was a pip on mufflers , 50 or 60 series, cannot remember. The aspirator tube in the muffler was put in wrong.
Take the aspirator hose off and rev the engine up, see if is sucking like it should. If I’d does have good suction, take the air tubes in front of air filter apart and see if any blockages by venturies.
This works for ANY exhaust driven aspirator. Also, if you feel exhaust, you need a new pipe/muffler, it's burned off inside and if you run it enough, you can set the air filter on fire/smoldering...seen that once.
