My observation is when tank is empty balls float up against orange caps and keep air from escaping into tank instead of going out through hoses. Caps and balls need to be removed every year then flush air chamber with fire nozzle and gobs of water, when water is clear your good for another year. If this has not been done before you may have to soak with water and cleaner to soften old buildup of fertilizer.

Orange caps just push on, may need to twist off with a pliers or such. Also set your rate controller to a long calibration so meter stays running and blast fire hose through top of tank with fan running at full speed, works very well. This is needs to be done at end of each season. Meter shaft bearings are plastic bushings so no worries about water.
