Subject: whats the point of the ping pong balls in a montag dry box?

East Central, Nebraska
been strip tilling a long time now but have never been around a montag box. looks simple and effective. i have collected 3 different gen 1 boxes over the last few years but have not used any of them yet. was getting a machine ready yesterday, and am not getting any air or very little to the outside 2 rows on one side. i opened the slide to get into the air compartment and tried to shove a (rebar type) round steel fence post in there and do not appear to be hitting anything. got inside the tank and took the stainless divider off and see there is pipes with caps and what appears to be ping pong balld in it. what is the role of these? if i pull that all out can i see in there to find an obstruction? this doesn't appear to be very complicated but i am failing to understand what these do, maybe if i could i might understand what is happening here.

thanks.

edit, one more thing, are the orange caps that hold the balls in glued in somehow or do they just push on and stay?
