I would ground the panel with a driven ground rod just like a utility service. And then tie the generator frame to that ground rod.

Unless the whole thing is portable. Then you have to figure out grounding at each site.

Answer to original question is a ground wire doesn’t carry any current unless there’s an electrical fault to ground. However, you may at some point want some 120 volt circuits for a light or something. That would likely be only a small load so I’m sure a #6 would be an adequate neutral (4th wire).
