First check within your state for any parish's that have already been involved in solar issues.  Some have probably developed written guidelines for solar farm development.  Even going outside of state would work as you could pick and choose what you feel is applicable to your area.   Probably are some readers on here that have been involved in solar farm development debates who have access to guidelines for their county.

Far as the committee you will be serving on, the goal will be to identify pro's and con's of solar farms, then adapt these to your parish.  These can be found online and can be added to as you see fit.  if you have planning and zoning regulations in your area they need to be consulted.  In the county I used to live in the county judge and magistrates have voted to block solar development in the county and thusfar have been successful in doing it.
