I personally would be more inclined to give a microbiological boost, because even if they don't help this year (and they might help some), they might get established for next year and it is cheap and easy if it is compost wash/tea to re-establish the microbes. Optionally add commercial products, but I suspect they are probably more effective if the soil already has active biology.
