Also, would the catch basins allow air to be sucked into the system rather than helping suck the water through the 15” tile? Or allow backed up water to come out and flow over road to the other side? That 12” clay has more capacity than a 12” single wall plastic, so dropping down to a 10” dual wall does not seem like a good idea to me.


That's what I was thinking, I don't see how any venturi would happen or help. You want the catch basin on the upper side, like you say to blow out if needed, but I'd seal up the lower side of the road, hoping the lower side develops some suction to offset the pressure drop in the bottleneck under the road, if you run both lines through the 15", second option.

It sounds like there is more drop above the road than below the road, so it will overflow there more than it does now. How much damage would that do? It might be less than 24hours a year on average longer that it overflows. I'd tie them both into the 15" and see what happens.
