If I was playing a crapshot game. I would use:

It is bacterial, and can live in the soil, and it affects several other diseases, even if SBC doesn't show up, there is a chance it innoculates your soil as it is naturally found in the plant rhizosphere.

I am also not convinced chemical fungicides aren't doing collateral damage to beneficial fungus in the soil. I know some do, I don't know about the ones for SCB.
