NWMO
We’ve found that there’s 2 good options in our area.

1) spray a really good fall program in November/December and let that take care of your spring winter annuals, and just burn down whatever comes up at planting time. Come back 2 weeks later once the beans have emerged, kill whatever weeds are there, lay down a good shot of zidua, and pray the beans grow fast enough to outrun weeds to canopy.

2) come in 7-10 days ahead of the planter, but down any weeds out there, lay down a PPO with zidua at a good rate. Pray you get a small shot of moisture to help alleviate the PPO burn possibility. If not, use trash whips to move some of the residue and minimal soil away from the seed trench to give some distance between the chemistry and the seedlings.

Until we get PPO tolerant soybeans, it’s always going to be a dance trying to do what’s right. For us, option number 2 is what we prefer. If tillage is an option, running a field cultivator and then planting works well for us also.
