It won't be cheap, but quinclorac can be used for establishment and maintenance of native warm season grasses like bluestem, switch, Indian grass, etc. you can spray 2,4-D once it gets to a certain size the first year as well. Many of these grasses can actually handle attrazine during establishment as well. The MOST important part is starting with a clean seedbed. Tilling and/or or spraying the first few flushes of grasses and broad leaves before you seed helps. For spring seeding I also like a thin stand of companion like oats to shade some of the ground early. As the oats mature they will fall and expose more native grasses that don't add much above ground growth until late the first year.
