Are your discs or openers sharp? They are more likely to hairpin (push straw into the opening rather then cut it) if they are dull. Some can be rolled to sharpen.

You can also put down microbes which will boost the natural populations or replace missing ones. It typically takes an additional 6-7lbs of nitrogen per ton of straw because the bacteria that break down the cellulose also lock up the nitrogen until they die or get consumed by something else. they can decompose like 25% of mass in 30 days, which is too long for your schedule. You disced, you most likely already have some breakdown going on because there should be some in the soil.
