Subject: Drainage experts ... Venturi Effect?

S MN
Have 2 tile outlets into a natural creek that are about 60' apart from each other. Both run N to S under a tar county road and have a rural water line to deal with on one side of the road (buried at just the wrong depth) Original 12" outlet is 110 year old clay that is like an eggshell and needs replaced. Newer outlet is 12" plastic that goes to 15" PVC bored under the road then 15" dualwall to the creek -about 350' away. This is installed over top of the rural water main- which needed to be lowered 2' to install this newer main. Both mains are needed.

Original thought is to bore under the road and deal with the rural water main again-Completely replace the old clay including under the road with PVC then dualwall to the creek. Second thought is completely replace old clay (with 10" dualwall) on the N side of the road, "Y" into the 15" PVC that already goes under the road then "Y" back out of the 15" dualwall on the S side of the road with 12" dualwall 350' to the creek. There is about 10'-12' of fall from the upper drainage area to the creek on both current mains. There are catch basins/pressure relief on both current mains in the road ditch- both sides. I can avoid the rural water main again with the second option.

So effectively "Y" a new 10" and existing 12" into an existing 15" on one side of the road with 10' of fall, and "Y" back out into a new 12" and existing 15" after the road down to creek. Basically restricting the water/increasing velocity under the road with pressure drop at the downhill "Y". Venturi effect? Looking for other's opinions. Both current outlets are at or below creek water level most of the time in wet years. Not ideal, but no other option.
