As shallow as possible but it wants a FIRM seed bed and defintly hit moisture.

"Here" I seed around a 1 1/2" because a couple days of 100 degree weather while seeding will dry out down to the seed before it takes off. If I knew it was going to be wet and cool or I could add wetter I'd go a 1/2' all day long.

Its also very sensitive to crusting. If you get a hard rain and then a hot day after before the millet is up your in trouble. (Maybe less in your case because you can irrigate though)
