| We had several fires a year in stubble. Even a couple that burned barns and houses down on windy days.
Have you tried knocking the stubble down with a roller crimper or similar? They are used in organic farming for creating matts of material from cover crops for weed control. It knocks down the stubble down and crimps it to give it better ground contact, which is more likely to have water in it, and can breakdown faster but seemingly also less likely to start a fire, and most importantly, you would be able to see beans growing in it, rather then having it look like some empty unplanted field. I'm not suggesting you go organic at all, just there might be a way around the issue.
