Could be a lack of sulfur too.   I would at least apply some strips of UAN with some ammonium thiosulfate to see how much of a difference that mix may provide.  

Also.... I would perhaps try to send some tissue samples to a lab for analysis to see what nutrients the plants might be low in.   Would sample in the best wheat looking areas, worst wheat looking areas, and so-so wheat looking areas.
