In my opinion, you are correct.  28% won't freeze.  At least not at the temperatures you and I should have to deal with.  But the thiosul can freeze, and I would be concerned.

Is what you have left a small enough amount, that you could run some field trials at an extra rate of your mix to see if there would be any economical benefit to the extra applied rate?   Might yield some interesting results.   Maybe something to consider.
