I will take a stab at your questions but would be helpful to know how you plan to use them to understand your regulatory parameters. Food use or silage or hay will slightly limit which products you use. Feed grain use will open things up a bi.
In all small grains the flag leaf provides 70%of yield.Therefore protecting the flag leaf from leaf spots, rust and bacterial diseases is important.Low cost tank mixes use post patent triazole or strobilurinfungicides+Oxidate5 to add bacterial control.
Next big threat is Fusarium head scab at Feekes10.51 early flowering a triazole like Prosaro or Metconazole will help at this timin.Avoid strobilurin like azoxystrobinor trifloxistrobin or kresoxim as they make Fusarium worse.
