After several dry summers around here UW's Dr Rodrigo Werle put out some info last winter that says we really need between 2-4" of rain/water after application of the herbicides to make them fully active for the season. Not all at once of course but over several weeks generally in May around here to make them "work". So yes it takes 1/2 to 3/4" to activate the herbicide but that's only part of the story. They need to be re-wetted decently a few times to work.
