Hit it hard with stinger and dicamba every three weeks until it doesn't come back.

Stinger should be all you need. I'm not sure the dicamba helps much in a tank mix.
But Stinger only works while the thistle is actively growing. After it blooms mid-summer, clopyralid loses effectiveness, That's when I'd switch to dicamba if ever.

It's mostly a total waste of time to destroy the tops. Thistles build massive reserves in the roots. Up here, mowing in late summer causes the roots to send up new shoots, depleting the sap reserves, and most of the roots die over the winter from lack of sap antifreeze.
