Yes, you can add the necessary water but needs to happen before soil starts to dry out again otherwise you'll need the full 0.75" in the case of Zidua.
Outlook is extremely water soluble so 0.25" is technically enough to activate. However it's length of residual is a lot shorter and easier leached if you get a big rain.
