If it doesn't rain for 2 weeks after application that's a possibility. That's generally why if there's no rain in the forecast we use an inhibitor like Trident or Anvol or NUE Charge or Agrotain on sidedressed urea.
If you're concerned about the volatilization of dry urea, you should also be worried about 28% as well since that is half urea.
