If there was no government subsidized crop insurance but there were still CRP Grasslands programs, LRP, LFP, etc for the livestock then it would probably go to grass. Otherwise, my guess is that if government programs disappeared for both farming and grasslands most of the farm land would continue to be cropped. The land price would adjust.
