Southern Illinois | Same situation as you.
I seeded cereal rye in early November right after double crops come off. Problem this year is I had to terminate when the rye got to 2 foot tall and that ground is wet again. Next year I'm going to try and get soybeans out a little earlier and get a vetch/clover blend seeded that I won't have to terminate early, then I can plant green and it should be sucking moisture great come late May.
Non no till guys pretty well do what Scott suggested with good results. Vertical till in the fall. Nh3 and then another pass with field cultivator in spring works pretty well. Seems like breaking it up in the fall really helps.
