We are trying to get to a total notill system but the fields that have the previous years wheat residue stay so wet. I am curious what others are doing to deal with this problem. Tilling in fall, strip till, etc?

Lot of suggestions using cover crops. I suppose that's one way, but really, it starts with wheat harvest.

Unless you're baling off the straw, clip the wheat as high as practicable, leaving long, standing straw. Just as importantly, spread the chaff and straw as evenly as possible. The idea is to get a lot of sunshine and air down to the soil surface.

That'll cure 99% of your problems. Covers, I'm afraid if not used prudently, introduce a whole new set of problems where there wasn't one before in notill.
