Maybe.

Water runs downhill, when you get enough of it fast enough, it really doesn't matter what you do to try to prevent it from running downhill.     When terraces start running over/blowing out all bets are off.

9" in one day is a lot of water.   That's about 39 million gallons on a 1/4 section.
